Factsheet: Paraguay

Paraguay is a landlocked South American country bordered by Argentina, Brazil and Bolivia. Long overlooked by European expats in favor of its better-known neighbors, it has established itself in recent years as one of the most attractive destinations on the continent for those seeking very low taxation, one of the most affordable costs of living in South America, and permanent residency obtained quickly. Its territorial tax system, one of the most advantageous in the world, means income generated outside Paraguay is simply not taxed. Asuncion, the capital, is a modern city undergoing rapid transformation, with decent infrastructure and a fast-growing expat community. Paraguay is not perfect: bureaucracy can be slow, Spanish is essential and the country still lacks the cultural depth of its neighbors. But for an entrepreneur or investor seeking legal tax optimization, it is hard to find better in the region.

Why choose Paraguay?

Paraguay combines unique tax advantages in South America with an exceptionally low cost of living and some of the most accessible residency procedures on the continent. For a French entrepreneur, freelancer or investor seeking to radically reduce their tax burden while maintaining a comfortable standard of living, Paraguay deserves serious consideration. Here are the six main assets that make this country a top expat destination.

📊
Territorial taxation at 10% maximum
Paraguay only taxes income generated on its territory. Your foreign income (clients outside Paraguay, dividends, annuities) is tax-exempt. The maximum rate on local income is 10%.
🏦
Among the easiest permanent residency in the world
Simply depositing 5,000 USD in a bank or demonstrating regular monthly income is enough to obtain permanent residency within a few months. One of the simplest and least expensive procedures in South America.
💰
Very low cost of living
Between 600 and 1,200 EUR per month for a single expat living comfortably. Real estate, dining and services are at unbeatable price levels compared to any Western European country.
🚀
Ultra-fast company creation (SUACE)
The SUACE system allows creating a company in Paraguay in 24 to 48 hours, entirely online or through a local representative. Very low minimum capital, simplified formalities.
🌱
Fast-growing country
Paraguay has posted some of the most stable economic growth rates in South America over the past fifteen years, with historically controlled inflation and a solid agricultural and energy sector.
Cheapest energy in South America
Thanks to the Itaipu dam, Paraguay produces more electricity than it consumes. Electricity prices are among the lowest in the world, attracting energy-intensive businesses and cryptocurrency miners.

Visa & Residence

Paraguay does not have an official digital nomad visa, but its permanent residency conditions are among the most accessible in South America. For French citizens, entry is visa-free for tourist stays up to 90 days. Residency procedures -- temporary then permanent -- are done in Paraguay, generally with the help of a local lawyer.

Tourist entry (90 days)

French nationals can enter Paraguay visa-free for a 90-day tourist stay, renewable once (for a total of 180 days over a 12-month period). This period is often used to test the destination, open a bank account and start residency procedures before formalizing the move. After the 90 days, a "border run" to Argentina or Brazil technically resets the counter, but this practice is not recommended as a long-term strategy.

Temporary Residency

Temporary residency is the first step for settling legally in Paraguay long-term. It is granted for 2 years, renewable. Requirements are straightforward: criminal background check, valid passport, apostilled birth certificate, and depending on your profile, proof of income or bank deposit. It can be applied for directly at the General Directorate of Migration in Asuncion, but using a Paraguayan lawyer to expedite the process is strongly recommended.

Duration
2 years renewable
Min. income
Variable depending on profile
Timeline
2 to 4 months
Target
500 to 1,500 USD (fees + lawyer)

Permanent Residency

After 3 years of temporary residency, or immediately through certain categories (investor, spouse of a Paraguayan citizen), you can apply for permanent residency. For investors, depositing a minimum capital of 5,000 USD in a Paraguayan bank is sufficient to justify the application. Permanent residency grants access to most rights enjoyed by nationals, including opening bank accounts, creating a company and accessing the public healthcare system. After 3 years of permanent residency, naturalization is possible.

Duration
Permanent
Min. income
5,000 USD deposit or regular monthly income
Timeline

Target
1,000 to 2,500 USD (fees + lawyer)
Permanent residency in Paraguay does not require a minimum stay on the territory. You can maintain your status by visiting the country periodically, following your lawyer's recommendations.

Cost of living

Paraguay is one of the cheapest countries in South America for Western expats. Asuncion remains very affordable even in the most sought-after neighborhoods like Las Mercedes, Villa Morra or Carmelitas. A European expat can live very comfortably (modern apartment, restaurants, outings) for 600 to 1,200 EUR per month -- 60 to 70% cheaper than Paris at an equivalent standard of living. The informal dollarization of the economy makes budget management easier for expats earning in foreign currencies.

Estimated monthly budget: 600 - 1,200 EUR/month

Expense Monthly amount
Modern apartment in expat neighborhood, Asuncion 300 - 600 USD
Standard apartment 150 - 300 USD
Groceries 100 - 200 USD
Restaurants 100 - 200 USD
Transport (Uber/taxi -- very affordable) 30 - 80 USD
Fiber internet 20 - 40 USD
Private health insurance 50 - 100 USD

📊 Taxation

The Paraguayan tax system is one of the most advantageous in the world for expats. The core principle is territorial taxation: only income generated in Paraguay is subject to Paraguayan tax. Your foreign clients, dividends from companies outside Paraguay, rental income in France or Europe -- all of this escapes Paraguayan tax. France and Paraguay do not have a bilateral tax treaty, which makes it all the more important to effectively sever French tax residency before settling.

Income tax (IRP)
Progressive rate of 8% to 10% on Paraguayan-source income only. Foreign-sourced income is exempt.
Corporate tax (IRACIS)
10% on net profits of Paraguayan companies. One of the lowest corporate tax rates in South America.
VAT (IVA)
10% standard, 5% on essential goods and real estate. Among the lowest rates in the region.
No tax treaty with France
No double taxation treaty between France and Paraguay. Severing French tax residency is therefore an essential step that must be carried out meticulously before settling.
Dividend tax
8% on dividends distributed by a Paraguayan company. Dividends from foreign companies received by a Paraguayan resident are exempt.

🚀 For entrepreneurs

Paraguay has become one of the preferred destinations for international entrepreneurs and freelancers seeking to optimize their tax structure. The SUACE system (Sistema Unificado de Apertura y Cierre de Empresas) allows creating a company in 24 to 48 hours with very low minimum capital. Combined with 10% territorial taxation, it is a particularly attractive framework for those whose clients are primarily outside Paraguay.

SUACE system -- creation in 24-48h
One-stop shop for business creation: commercial registry registration, RUC (tax number) acquisition, all in a single streamlined process. Possible through a local representative or lawyer without traveling.
Paraguayan SRL (equivalent to LLC)
The Sociedad de Responsabilidad Limitada is the most common legal form for expats. Symbolic minimum capital, liability limited to contributions, simple structure suited to SMEs.
10% tax on local profits
If your Paraguayan company works with foreign clients, income may be considered foreign-sourced and potentially exempt. Verify with a local accountant based on your activity structure.
Business bank account
Paraguayan banks like Banco Continental, Vision Banco or Bancop allow opening accounts in USD and Guaranis for local companies. Solutions like Wise Business can complement the setup.

❤️ Healthcare

The Paraguayan public healthcare system (Instituto de Prevision Social, IPS) is accessible to residents who contribute, but its quality varies significantly by region and facility. For expats, the dominant solution is local private health insurance, offering excellent value, or international insurance for frequent travelers. The major private clinics in Asuncion (Hospital Privado Frances, Hospital Britanico) provide care comparable to Western standards at a fraction of European costs.

Public system (IPS)
Accessible through employer-employee contributions. Adequate coverage for routine care but significant wait times. Not recommended as the primary solution for expats.
Private clinics in Asuncion
Major private clinics offer satisfactory care at very accessible prices. A specialist consultation costs 20 to 50 USD. Surgeries and hospitalizations at a fraction of European costs.
Local private health insurance
Local insurers like Mapfre Paraguay or La Rural offer comprehensive coverage for 50 to 100 USD/month. Best combined with international insurance if you travel outside Paraguay.
International insurance recommended
For specialized care or evacuations, international coverage (Cigna, Allianz, SafetyWing) is advisable. Budget 80 to 150 USD/month for worldwide coverage.

Where to live

Paraguay is a mid-sized country whose urban life is concentrated mainly around Asuncion and its metropolitan area. Ciudad del Este, on the Brazilian border, is an important commercial hub. Encarnacion, in the south, is often considered the country's most pleasant city. San Bernardino, on a lakeside, is the retreat for the upper classes and expats seeking a quieter setting near the capital.

Drawbacks to know

🗣️
Spanish and Guarani essential
English is very rarely spoken in Paraguay. Without at least an intermediate level of Spanish, daily life, administrative procedures and social integration will be difficult.
🌡️
Hot and humid climate
Asuncion is among the hottest capitals in the world. Summers (December to March) are stifling, with temperatures frequently exceeding 40°C and high humidity.
🚗
Limited infrastructure and transport
Outside Asuncion, the road network can be poor. Public transport is underdeveloped. A car is virtually essential for regular travel.
📋
Slow and complex bureaucracy
Despite SUACE improvements, administrative procedures can take a long time. A local lawyer or facilitator is almost indispensable for navigating the system.
🔒
Variable security depending on areas
Asuncion is generally safe in expat neighborhoods, but some peripheral areas and Ciudad del Este require heightened vigilance. Standard South American precautions apply.
✈️
Limited air connectivity
Asuncion airport (Silvio Pettirossi) only has regional connections. Getting back to France typically requires a stopover in Sao Paulo, Buenos Aires or Lima -- 18 to 24 hours of travel.

Frequently asked questions

Is Paraguay really a legal tax haven? +
Yes, within the legal framework. Paraguay only taxes Paraguayan-source income. If you generate your income from foreign clients, through a foreign company, or via investments outside Paraguay, that income is not taxed in Paraguay. This is a legal, transparent and internationally recognized system. The essential condition is to have effectively and documentedly severed your French tax residency, and to comply with Paraguayan filing obligations.
Do you need to speak Spanish to live in Paraguay? +
Yes, Spanish is essential in Paraguay. Unlike some South American countries like Colombia or Mexico that have large anglophone communities, Paraguay is very non-English-speaking. An intermediate level (B1-B2) is necessary for administrative procedures, daily life and social integration. Guarani, the co-official language, is widely used in everyday life but not essential for expats.
How do you obtain permanent residency in Paraguay? +
The simplest route is the 'investor' category: deposit 5,000 USD in a Paraguayan bank or demonstrate regular monthly income (pension, dividends, business income). The procedure is done in Asuncion with a lawyer's help: preparing the file (apostilled criminal record, apostilled birth certificate, passport), filing with the Migration Department, then appearing before the commission. Allow 3 to 6 months and 1,000 to 2,500 USD in total costs.
Can you open a bank account in Paraguay easily? +
This is one of the most complex parts of settling in. Paraguayan banks are cautious and generally require legal residency (at least temporary) and proof of income. Banco Continental and Vision Banco are the most open to expats. It is recommended to start banking procedures at the beginning of the residency process. Wise and other fintechs can serve as a transitional solution.
Is Paraguay a good choice for a family? +
Asuncion has English and Spanish international schools of decent quality. The very low cost of living allows for financing a comfortable lifestyle. Security in expat neighborhoods is acceptable. However, cultural infrastructure, leisure options and social life are less rich than in a European capital or even in other major South American cities. Families with young children often adapt better than those with teenagers.
What is the difference between Paraguay and Uruguay for expats? +
Uruguay offers a significantly higher quality of life, greater safety, better infrastructure and a more cosmopolitan environment, but its cost is 2 to 3 times higher than Paraguay. Paraguay offers more immediate tax advantages (no taxation on foreign income from the moment residency is obtained) and an unbeatable cost. The choice depends on your profile: if budget is the absolute priority, Paraguay wins. If you seek a living and safety standard closer to European levels, Uruguay is preferable.
